I just finished Eel's Reverence, an allegorical fantasy by Marian Allen... you might enjoy that one.

"Wet Magic," by E. Nesbit, the first modern writer for children; also "Magic By The Lake," by Edward Eager (who rightly counted Nesbit as his greatest influence.)
